9a751e9735 Support asynchronous network notifications (instead of polling) if NO_NETWORK_POLLING is defined. Currently, this is only implemented for Win32

5bfb7eb009 Adding a default directory for the new cache when it's being used in modular_netlib and for windows only. I also added the cache.lib to be dumped to the public dist dir when built.

928e03821e XP_UNIX only. Unhardcode the resource: url base path. It used to be the 
working directory (pwd) which is not very useful.  Use MOZILLA_HOME instead.

909945b91f Sync'd various Makefile.ins to their Makefile counterparts. 
Removed nspr & nspr20 from REQUIRES.  Removed NSPR_LDFLAGS.
Changed LIBNSPR refs to NSPR_LIBS.
Removed leftover NSPR20 ifdefs.
