071de302f4 Fixing nsbeta3+ bug 28277. 68adc31658 Fix for bug 30958: Reflow commands are now processed asynchronously all the time. The semantics of the API for queuing and processing reflow commands has changed. Now, AppendReflowCommand() initiates an asynchronous reflow event and all reflow command processing happens when that event fires. It is no longer possible for consumers outside the presentation shell to call ProcessReflowCommands() synchronously. Because of this change, reflow locks are no longer needed and have been removed.

d23c598d3c r=vidur. Add support for a new pref "layout.reflow.async.afterDocLoad" that enables async reflow in the pres shell only after the document is done loading. Cleaned up ExitReflowLock() so that it uses preferences to decide whether to do async reflow, not a parameter.

d45ab8ecf7 This checkin (under mozilla/layout) is all about 'const'. Digital Unix's 
C++ compiler is strict about getting 'const' right.  Most of the changes
are to add 'const' to the type casts for the second argument of the
GetStyleData method, which wants a const reference.

d0270485ee Changed Notify() to call NotifyError() if the notification type is 
nsImageNotification_kAborted. This ensures that the NS_IMAGE_LOAD_STATUS_ERROR
load status bit is set and that the frame gets repainted
