0bd62df729 Landing the rest of the win32 gmake changes: 
* Adds Makefile.ins to win32 specific dirs
* Adds WINNT ifdefs to Makefile.ins
* Causes NSPR to be compiled with --with-mozilla
* Misc general Makefile.in cleanup

3ef07d3bdc rename MOZ_MAIL_NEWS macro to OLD_MOZ_MAIL_NEWS so that we can build the whole client with MOZ_MAIL_NEWS turned on.
