Renamed OnStartBinding/OnStopBinding to OnStartRequest/OnStopRequest (removing the redundant ones from necko). Numerous necko fixes. Necko now using nsIPrompt interface instead of nsINetSupport.

Bug #8221 fix memory problems with nsCOMPtr & using do_QI around methods. We were also making a com ptr out of a non interface so I added a dirty hack to fix that.
