1c89787dc0 fix for bug 206379: 
- combine nsICharsetConverterManager2 and nsICharsetConverterManager
- get rid of nsIAtom in most of the methods
- provide versions of getUnicodeDecoder/Encoder which don't do alias resolution
- change all charset types to ASCII strings
- clean up some other i18n APIs which could be simplified
- fix all consumers of all changed i18n interfaces

08e9d026e0 Fixing bug 124412. Making nsXULDocument inherit nsXMLDocument to avoid the need to duplicate a large amount of code in nsXULDocument. Also removing nsMarkupDocument and nsIDOMEventCapturer that are no longer needed. d18deb1faa Bug 126669, we need to pass in aHasChildren parameter to the start tag serializing function because the node that is passed in may be a shallow copy, thereby making it impossible to determine if it originally had children, in the method itself.
