df5704ab3d bump version to 4.0.2; now using HEAD of mozilla/security/coreconf which has fixed the coreconf location patch, so get rid of patch file

e8c6e5541f added .spec file for building RPM - package is svrcore-devel - a script svrcore-config for getting cflag and ldflag information, and a .pc file for pkg-config

8782b46f8f I believe we need to define RELEASE (to svrcore) because we define RELEASE 
in the top-level manifest.mn files in nss and dbm.
