2affc5b4f0 Fixing bug 225837. 71e5d724e5 fix for bug 209220 - now that i18n APIs take ASCII charset names, update consumers to avoid excess conversions.. which usually means storing charset names as ASCII and updating a few other APIs

2b6f3cbea5 Removing text styles in CSS mode was potentially removing too much if the styles were added in HTML mode 
The fix creates a span element that will carry the inline styles and class of the HTML element to be removed, if any.

59c2bfe187 fix for bug 195262: 
- convert atoms to UTF8 because 99% of the time, that is what they are used for
- add support for static atoms, where the strings are declared in a large const array and not copied into the heap

6278746fdf Phase 1 of style context deCOMtamination (bug 114713). Remove all dependencies on nsIStyleContext from outside of content and layout. Make nsIFrame::GetStyleData be a non-inline virtual function when called from outside of layout, since the nsStyleContext implementation won't be available to those callers. r=dbaron, sr=bzbarsky.
