e02996aa9b fix for bug #406094: removing places.sqlite manually (or having it corrupted) and restarting leaves me without a personal toolbar, without a bookmarks menu, and with a blank organize

b13ec379be fix for bug #381216: 
prevent bookmarks dataloss when a user goes from Firefox 2, Firefox 3 beta, Firefox 2 and then back to Firefox 3.
