3493ac0a7d Correct fix for OS/2 bustage that doesn't bloat libaccessibility.so. rules.mk has special rules to transform EXTRA_DSO_LIBS for OS/2, so use it. (discussed with mkaply)

88aedd461b Replaced NO_SHARED_LIB & NO_STATIC_LIB with BUILD_SHARED_LIBS, BUILD_STATIC_LIBS, FORCE_STATIC_LIB & FORCE_SHARED_LIB. Added FORCE_USE_PIC. 
Changes allow us to have a finer control over which parts of the tree are built with PIC.  Part of the static build branch landing.
