fb74001790 Adding a new flag to the Win32 build system. Set DISABLE_TESTS=1 to skip 
building in the tests directories.  Should not affect the build at all if
you do not have this environment variable.  r=leaf.

31d96c9cf3 api change to nsIWebShell and nsIDocumentLoaderObserver. I've replaced all the old method delarations with the new versions. We now pass 'nsresult' types into the On*() methods instead of PRInt32. The PRInt32 arg type was causing data loss. 
I also checked in a fix for bug 10848 (which prompted the api change), and 10549 (these changes were in nsWebShell.cpp).

e36ee8439e Conditionally adding PICS (extensions/pics/) to the unix build. Use --enable-pics with configure to turn it on and build it. Not called anywhere yet. Neeti is aware that I was doing this.
