4f9223fb98 #122081 Universalchardet leaks memory 
The fix for the nsCharSetProber class declaration, plus fix for
nsUniversalDetector methods, which may cause another leak when the object is
reused after Reset().

Patch proposed by Takayuki Tamura

0bd62df729 Landing the rest of the win32 gmake changes: 
* Adds Makefile.ins to win32 specific dirs
* Adds WINNT ifdefs to Makefile.ins
