21c87ff63d Fix #25042. Moving PR_Init_Log proto from prlog.h to pprio.h as it is an internal function that normally doesn't belong in the NSPR public interfaces but the Mac needs it. Changes actually from wtc, sdagley just reviewed them and is checking them in.

12627c0f44 Part deux of the fix for #8491. Had to add the ability to externally re-init NSPR's log feature as we were reading the environemnt vars on the Mac after the initial init. Reviewed saari.

3e14d3e49b Merged NSPRPUB_19980508_BRANCH to the main trunk. The 19980508 
branch is a temporary branch for us to copy the latest changes
from our internal development tree to the public mozilla tree.
