b47f7c7214 Bug 66036 - Make viewer use nsIFilePicker instead of nsIFileWidget. 
This required several fixes to make viewer able to display Linux's XUL
filepicker correctly, including making modal dialogs work, delaying the
showing of chrome windows until the document has fully loaded, and fixing
the problem on gtk where space was reserved for a menubar even if the
window doesn't have one.

5577a28b2e nsIBrowserWindow::GoTo no longer takes the command parameter. Converted calls to nsIWebShell for loading an URL to use nsIWebNavigation interface instead.

ce6fc842a9 Changed nsIBrowserWindow references to reference nsBrowserWindow. nsBrowserWindow is no longer a component. More implementation to get nsBrowserWindow and nsWebBrowserChrome implementations geared towards the embedding code. made nsBrowserWindow implement nsIBaseWindow.

495826cccc nsIPref is no longer passed around through inits on webshell, content viewers and presContext. In places where it is needed, it can be retrieved from the service manager. I removed a number of the getters and setters for prefs as the prefs will be the same from the service manager so we don't need getters. r=waterson a=rickg

c1674aa040 webshell now gets its nsIPrompt reference from its container and not its observer. restored ftang's webshell change that i inadvertantly removed in a prior checkin.

be8bf3fd76 api change to nsIWebShell and nsIDocumentLoaderObserver. I've replaced all the old method delarations with the new versions. We now pass 'nsresult' types into the On*() methods instead of PRInt32. The PRInt32 arg type was causing data loss. 
I also checked in a fix for bug 10848 (which prompted the api change), and 10549 (these changes were in nsWebShell.cpp).
