8a0c1a0b23 Autoregister chrome contents.rdf entries (like we do on the Mac) except when NO_JAR_AUTO_REG is set in the makefiles. Add add-chrome.pl code to make-jars.pl.

0bd62df729 Landing the rest of the win32 gmake changes: 
* Adds Makefile.ins to win32 specific dirs
* Adds WINNT ifdefs to Makefile.ins
* Causes NSPR to be compiled with --with-mozilla
* Misc general Makefile.in cleanup

dba8d90666 Replace chrome:: target with install::. Using chrome:: was causing |make -j3 install| builds to fail to execute the chrome:: target due to a suspected bug in gnu make. (|make MAKE='make -j3' install| works fine.)
