fbab9f2462 Removing the concept of current case runs. Since changing a build or environment actually creates a new row in the test_case_runs table, these should be shown directly to the user. This was in effect a hidden filter. Now all case-runs are shown.

2c95b178a2 Added access controls to test plans. Users must now either be a member of the Testers group, added to a plan via regular expressions, or added explicitly to modify plans and their objects.

f14290272c Added support for large numbers of objects using server push for processing huge queries and updates to avoid timeouts. Also added limits to queries but added support for user defined page size as a URL paramater.
