Only build windowdatesource and the charset menu ifdef MOZ_RDF

Enable nsExternalHelperAppService to build w/o RDF.
Enable nsDirectoryViewer to build, this is enables geckos to work around bug 347782
Don't build nsHTTPIndex at all.
