wtc%netscape.com 1fdff29f58 Define the enum constant kPrivateNSPREventType to be 13. This enum ...

constant was formerly defined in the private NSPR header _macos.h.
It is bad to include a private header file.  Since this file is
the only file that uses this enum constant, I moved the enum definition
here.
