mscott%netscape.com 03e4b44c53 Bug #33156 --> the doc loader now implements nsIWebProgress and makes basic notifications to a registered

nsIWebProgressListener.

Right now, the only methods that are hooked up are signaling when the doc loader is busy loading a document and
when it is done loading a document.
