buster%netscape.com 1249f0b7be implemented basic attribute changed handling. most things currently work, those that don't will work better after Peter 
lands some style context resolution changes.

Added support for nglayout. Use --enable-nglayout to compile it *after* pulling the nglayout srcs. MKSHLIB & friends are now defined by configure. BUILD_UNIX_PLUGINS is set only ifndef NO_SHARED_LIB.
