Fix for bug 237186 (document.createAttribute, document.createElement, etc need to throw INVALID_CHARACTER_ERR for empty names). r/sr=jst, a=chofmann.

Makefile.in

Set MODULE in makefiles at the top of a heirarchy so that module-deps lists are more precise and builds will have the proper order if some subdirs contain other modules.
