safely allocated on the thread stack.  Moved the GC scanning code
into NSPR in a new file called prgcleak.c.  (Checkin for Patrick Beard.)
Modified files: primpl.h, prinit.c, prthinfo.c, pruthr.c.
Added file: prgcleak.c.
