Renamed nsIURL to nsIURI in preperation for necko. More NECKO ifdefs too.

nsDebugRobot.cpp

Renamed OnStartBinding/OnStopBinding to OnStartRequest/OnStopRequest (removing the redundant ones from necko). Numerous necko fixes. Necko now using nsIPrompt interface instead of nsINetSupport.
