- push thru "refresh" behavior.

M test/automated/src/classes/org/mozilla/webclient/NavigationTest.java

- move test HTTPD server out so it can be used by all tests in suite.

M test/automated/src/classes/org/mozilla/webclient/WebclientTestCase.java

- make getBrowserBinDir() static.
