Bug 83065: Fix file corruption uploading to PHP driven sites by turning of Content-Transfer-Encoding header by default (can be enabled by a pref), and fix security hole by not sending full file path when uploading file. Some sites were also assuming that UN*X browsers would not send the full path (as Navigator 4.x did not) so this fixes them.
