bzbarsky%mit.edu 8489f8d24b Flush out reflows before processing invalidates and paint events. Fixes a 
variety of flicker issues of various sorts, especially when we're not quite
keeping up with the rate of updates in DHTML or in editor.  Bug 244366 and
various dependencies, r+sr=roc

Move things that aren't author stylesheets out of nsDocument's mStyleSheets array to simplify stylesheet management code.
