alecf%netscape.com cfd3e66915 trim down nsIPref and begin to cleanup nsIPref ...

- remove extra calls to nsFileSpec::Exists()
- get rid of PREF_SUPPORT_OLD_PATH_STRINGS
- don't expose nearly so much from the nsIPref interface
