an NS_LITERAL_STRING.  Remove the default initializer, which is not
being used.  r=jag, a=leaf to get tests building again.

Reduce the performance cost of (threadsafely) refcounting many atoms by creating a second implementation of nsIAtom (derived from the first) that does not refcount and gets destroyed at XPCOM shutdown.
