Replaced NO_SHARED_LIB & NO_STATIC_LIB with BUILD_SHARED_LIBS, BUILD_STATIC_LIBS, FORCE_STATIC_LIB & FORCE_SHARED_LIB. Added FORCE_USE_PIC.

Replace chrome:: target with install::. Using chrome:: was causing |make -j3 install| builds to fail to execute the chrome:: target due to a suspected bug in gnu make. (|make MAKE='make -j3' install| works fine.)
