Moved static MOZ_COMPONENT_NSPR_LIBS, MOZ_COMPONENT_XPCOM_LIBS, MOZ_COMPONENT_LIBS definitions from configure.in to config.mk. Replaced -lxpcom in Makefiles to $(XPCOM_LIBS) so that we can optionally link against -lboehm when needed. Bug #31287

Changed BeOS linker flags so that it will resolve all symbols when linking shared libs. Added -lbe to OS_LIBS for BeOS. This should get rid of the "missing symbol" error at runtime.
