Removed call to FlushPendingNotifications() in SetCaretEnabled()
because it causes a reflow during painting. That can cause certain
view updates to be dropped on the floor on Linux. Also removed
tab characters in SetCaretEnabled().

Finally following warren's lead from "last year", the libs phase has been removed from the build. Directories had to be ordered and in some cases, traversed after a subsequent module was built.
