b1e39fe825 - inherit from the plugin-parent/project.xml POM instead of the top level one which is reserved for the master build 
- removed custom reports as we can now use the default ones from plugin-parent/project.xml

90985ed2e8 - Added explicit list of reports as we cannot inherit the top level one which contains reports that must only be run by the master project (like multichanges, dashboard, etc). We really need to create a master build project in a separate directory 
- Fixed <versions> element position
- Added <version> elements when required
- Created changes.xml entries when required

e44ef24ca6 o instead of Ant conditions to test socket connections and http connections, use Jelly so that properties can be reset each time init is called.

2f79ac3020 o remove the use of maven.xdoc.version, the new maven:property tag is being 
used within the xdoc plugin to create a default value from the POM if one
  isn't supplied.

90ebd3d0d2 o in hindsight giving warnings instead of reading the user's mind can slow down ra 
pid development. If install is called and already installed, try a reinstall. If s
tart is called and already started, try a restart. Do not give failures in these c
ases.

33350a6995 o now closely mimics the behaviour of the webserver plugin protocol 
o a complete rewrite, therefore the version gets bumped to 2.0

8edd175044 o breaking out tomcat 4.1.x from tomcat 4.0.x cause I expect to use some smarter scripting, perhaps via Ant tasks, for tomcat 4.1.x 
o updating to better match the protocol found in the webserver plugin

f29424087c o Resolving all snapshots in plugins 
o Bumping all plugin version to release status
o Validated all plugins to make sure all snapshots were removed.

  I had to manually insert the versions for:

  1) ashkelon
  2) commons-dbcp

  Not sure how either of these got up there without the timestamp
  mapping.
