* commons-logging v1.0.3 -> v1.0.4

92da1bd7ce upgrade to dom4j 1.5.2 
site.jsl is having some problems - I have cleaned up but more work is needed to get the site going

82dbe2daa8 use maven-model-1.1-SNAPSHOT 
This should remain backwards compatible with 1.0.x, with the exception of ChangeLog - there is a TODO to resolve this.

e15bbcdac1 Removed HEAD <version> element. From now on we do not want to list HEAD versions and the <versions> element represent the *released* versions only.

3284d77803 - Added a link to the release notes in the download report. Note that this link is only created if the project has a <code>xdocs/changes.xml</code> file. 
- Changed version to be 1.8-SNAPSHOT instead of 1.7.3-SNAPSHOT as there is now a relatively important change that warrants a new minor

1e6ff1bf65 - remove unneeded properties (they are inherited from top level project.properties) 
- added <version> tag for 1.7-snapshot dev
- removed ann files (they can now be generated by the announcement plugin)
- added missing download in navigation
- other cosmetic changes
