Remove the goal to create and deploy all sites in one step.
It doesn't work : see MAVEN-1750
You have to run "maven -e plugins:build-all-sites plugins:deploy-all-sites" from the root directory to do it.

Simplify POMS. Move environment dependent settings (sandbox or not) to the plugins-parent POM. It help us to move a plugin to/from the sandbox without to change its POM.
