753396fb2e MAVEN-1755 : Backward Incompability : Usage of xml entities in the POM doesn't work in maven 1.1 beta 1 & 2 
Upgrade to a maven-model 3.0.2 SNAPSHOT which allow us to read the POM from an URL with DOM4J
It fixes the problem of relative entities. We have to check if it doesn't reduce significantly performances.

f3c27d486b Use a custom build of velocity (1.5-20060721.044818) to wait for a release of velocity 1.5 which will fix the issue VELOCITY-193 ("log4j:ERROR Attempted to append to closed appender named [null ] ").

2352c073fa Simplify POMS. Move environment dependent settings (sandbox or not) to the plugins-parent POM. It help us to move a plugin to/from the sandbox without to change its POM.

21859abfd5 Rename the plugin-parent project to plugins-parent to be more consistent with plugins-site. It's the parent of all plugins.

82dbe2daa8 use maven-model-1.1-SNAPSHOT 
This should remain backwards compatible with 1.0.x, with the exception of ChangeLog - there is a TODO to resolve this.
