4eee931710 Use recent releases of dependencies to allow developers to use them in plugins : 
* commons-logging v1.0.3 -> v1.0.4
* log4j v1.2.8 -> v1.2.12

f5cfda0720 Don't maven-jaxb-plugin in tests because it requires jaxb jars which aren't available on ibiblio (due to sun licence) 
Replace maven-jaxb-plugin by commons-logging to test that the dependency is correctly downloaded.

46777e5300 Ant user can set proxy settings. 
New property maven.ant.compatibility if you want a script compatible with ant 1.5 (actually for proxy settings).

40b4ade85a MPANT-7. Not obeying jar overrides. While this patch doesn't get every case, it does 
get the common one of using an included lib.  I am using this succesfuly with commons-email's
ant build.

7a4e630158 - replace "compile" dependency in "javadoc" target with "get-deps" 
- add a path reference for libs
- run Junit only if present in ANT (display a warning otherwise)
- comment unused downloads of junit and ant jars
