plugin:
property names in maven (at least up to b9, don't know about b10) must
not contain "-". The torque plugin unfortunately contains two of these
which are promptly interpreted by jelly as xxxx.foo - bar.yyy instead
of xxxx.foo-bar.yyy

o Bumping all plugin version to release status
o Validated all plugins to make sure all snapshots were removed.
I had to manually insert the versions for:
1) ashkelon
2) commons-dbcp
Not sure how either of these got up there without the timestamp
mapping.

- fixed a bad reference to the plugin.properties file. This was due to
a slight change in the plugin's directory name after the move into
the maven cvs repo
- Removed the annoying echo messages telling the user what the plugin
is doing.
