e15bbcdac1 Removed HEAD <version> element. From now on we do not want to list HEAD versions and the <versions> element represent the *released* versions only.

c04c5244ff Added dependency on <code>commons-jelly-tags-xml</code>. It seems this is required for some configurations of Maven. Not sure why...

5f725ceae4 First cut at a jetty plugin. It currently supports: 
- generation of jetty xml config file
- jetty execution
