2352c073fa Simplify POMS. Move environment dependent settings (sandbox or not) to the plugins-parent POM. It help us to move a plugin to/from the sandbox without to change its POM.

21859abfd5 Rename the plugin-parent project to plugins-parent to be more consistent with plugins-site. It's the parent of all plugins.

4eee931710 Use recent releases of dependencies to allow developers to use them in plugins : 
* commons-logging v1.0.3 -> v1.0.4

5cd10b06df merge in werkz. While this was developed at The Werken Company, the project 
has since died and all developers are Maven committers.

Retaining original BSD-like license in addition to ASL2.

1ff9f685f6 Removed dependency on non-public goal <code>war:init</code> and computed the name of the WAR file by using the <code>maven.war.final.name</code> property from the WAR plugin.

02eb42021b If someone can give me the real UTF values for these chars, I'll add them back in. 
They are mangled everywhere.

2f79ac3020 o remove the use of maven.xdoc.version, the new maven:property tag is being 
used within the xdoc plugin to create a default value from the POM if one
  isn't supplied.
