gdk-pixbuf2: Fix issues/987 and add myself as a maintainer

Static libraries have had a troubled history in GTK/gnome
on Windows it seems I think because of issues with MSVC?
.. but I'm not too sure about all of the details yet.

Also, I'm going to try to help to maintain all of the
GTK/gnome packages in MSYS2 and to get our patches
upstreamed."

+From reading recent discussions, I believe static initiailizers
+are handled OK now on all MSVC versions and MinGW-w64 GCC never
+had any problems. So there is no need to avoid static libraries
