Added some of `gdk-pixbuf2` package optdepends. Searching for 'pixbuf', I found `jp2-pixbuf-loader` but `eog` was not able to open a test jp2 file I made with gimp with it.

every time std is built there is a `compiler-builtins` crate being built. it compiles specific LLVM
sources (compiler-rt part) to get optimized intrinsics. make the build faster a bit by using our own
library

* python-soundfile: fix broken wheel tag
setup was trying to reimplement it, but doesn't know about
mingw python.
this is all not needed nowadays, setuptools handles wheels.

Remove in two cases were it wasn't used anymore, and
update one to a newer version that doesn't use it anymore.
Upstream is deprecated, so unlikely we will get new users for this.
