cargo-c: remove patch to force lib prefix for import libs
...
Instead users should pass --meson-paths to cargo-c commands to get
the meson compatible naming.
Slightly inconvenient, but less magic, and we behave like upstream again.

rav1e: fix import lib; use meson-paths; rebuilds
...
* Work around broken import libs from cargo-c
* switch cargo-c to use meson-paths, which adds the "lib" prefix to the DLL
* rebuild everything to get the fixed import lib and due to the dll name change

So we can get rid of patching this in cargo-c.
Results in imagequant.dll -> libimagequant.dll, so rebuild everything
