emacs: use patch to update DLL names ( #25670 )
...
And use "dlltool --identify" to get the real names and fail if
it needs to be updated.
So we get an error if the patch no longer applies, and if the DLL names
change.

rust: Fix build and some changes.
...
- Fix building on clang environments
- Rebuild against LLVM-21 as the linkers from rust-emscripten in "lib/rustlib/${CARCH}-pc-windows-gnullvm/bin/gcc-ld/" depends on LLVM dynamic library.
- change source archive from `.gz` to `.xz` for smaller size (about the half)
- Build less targets for llvm (non-clang envs) to save buildtime (about 40 minutes)
- Fix dependencies.
