1717c9e1f3 Revert "Rust: disable mingw packaging via configuration option" 
This reverts commit 706daae6b5.

This results in a broken rust (or some other change since the last rebuild):

error: linking with `x86_64-w64-mingw32-clang` failed: exit code: 1
note: x86_64-w64-mingw32-clang: error: no such file or directory: 'crt2.o'

0536cf4162 embree3: fix build error with clangarm64 due to missing _mm_malloc 
It was removed in mingw-w64/mingw-w64@6affcc5d15
Let's just used the default Windows API for this in all cases.

f13be94476 mesa: Fix building AMD vulkan driver 
_tzcnt_u32 requires Skylake or newer CPU[1]. So, it fails to build in
msys2/mingw environment because the default target is older nocona.
The attached patch allows to check __builtin_ctz first. This reverts
the logic from 5bb1fc80fa commit.

This fixes the following compiler error

bmiintrin.h: In function 'unsigned int Addr::BitScanForward(unsigned int)':
