mesa: do not install standard headers
...
MESA maintains a few standard headers independently from Khronos,
which are updated occasionally.
On modern Linux systems those headers are not installed at all.
Standard headers are instead provided by libglvnd, which simply
ships upstream Khronos headers.

Fix invoking ghostscript through tex commands

Previously, `TEXLIVE_WINDOWS_EXTERNAL_GS` is not set which caused
some issues with ghostscript finding the correct font files.
Fixes https://github.com/msys2/MINGW-packages/issues/10572
