e917156fe4 llvm: fix system libs for llvm-config 
For some reason it added an absolute path there instead of the library.
Fix it with my limited cmake knowledge..

Fixes #13108

99d129655d flang: drop 32bit builds 
upstream doesn't test with 32bit and the build is currently broken,
so drop it for now.

The current error is that it can't handle long double being 96 bits:

8547bd1fca libc++: merge libc++abi in libc++ 
the header file `cxxabi.h` were moved from libc++ to libc++abi which made many packages failed to build.
