maturin: clean up; use submitted patch
...
Some patches/updates are not needed without the upload feature
which we don't build.
Switch to the patch proposed upstream and add a downstream patch
to allow "MSYS" in platform.system().

python: add a limited API library
...
Similar to what we do for the native Python create a python3 dll
which just forwards the imports of the limited API subset to
the versioned DLL.
Extend the tool which generates the DLL code for Windows with a
cygwin variant, since we have to update the list on every major
Python release.

curl: drop heimdal support

Upstream dropped support for it:

The alternative is krb5, but that has no cygwin support upstream.
There is an orphaned cygwin package with 45 patches
https://cygwin.com/cgit/cygwin-packages/krb5
which I don't want to maintain really.
So let's drop heimdal support now, so if someone screams we can try to
revert and look into it more.
