612c9a4949 Bug 397725 - Add test harness for assertions/crashes/leaks. This adds a central manifest to which includes of decentralized manifests can be added, but the tests aren't yet run automatically (let alone with leaks/asserts as fatal) -- more work to do yet. r=sayrer, a=dsicore
