d4e4d8b22a db8 code part 1: 
1) Create new dbs with 32 k buffers.
   2) New dbs never store a single entry greater than 30 k (those are stored
using the blob code).
   3) NSS can run with either new or old dbs read only.
   4) If possible a new db is upgraded from and old db.
