ad6066d252 need to export some idl files in global history and session history because they are needed by other parts of the app (like docshell and embedding) even though we don't have to provide an implementation.

For the latter, share some code with nsHTMLAnchorElement and remove extra parameter from nsIEventStateManager access key methods. 61e86fe725 move the trunk fix of 164204 into branch for yokoyma 
- Need to create a caret before calling ImmSetCandidateWindow()
this is a work-around of a bug with MS PinYin.
- Caret is created when we receive StartComposition()
and is destroyed when we receive EndComposition()
- impact only in WinXP with MS PinYin
