d30bb482b9 Implements DataToBitmap. We do not handle the cursor translucency, but it is 
more then what we do currently.  Basically we are moving around ifdef's here.

Fixes GetSysFontInfo.  For windows CE we correctly return the System Font.

r=emaijala, sr=dveditz, a=asa, b=297683 WINCE ONLY.

b66cc44759 Fix bug 196235: if a copy of Camino is already running, clicking on the Dock icon of the second copy will put a dialog for each click. Fixed by checking for an existing prefs manager.
